Victoria Bowser focuses her practice in public finance, and has served as bond counsel and borrower's counsel with respect to taxable and tax-exempt bond financings and refinancings. Her experience includes assisting with bond financings for the benefit of nonprofit colleges and universities and nonprofit healthcare facilities, pollution control and solid waste facility bond financings for electric utility companies, and cooperative structured tax increment financings and economic development revenue bond financings for Ohio port authorities.
In her capacity as bond counsel and borrower's counsel, Victoria also has experience with current and advance refundings, master trust indentures, variable and multimodal interest rate structures, certificates of participation, remarketings, credit and liquidity facility substitutions and disclosure.
Victoria has also assisted in the restructuring of distressed tax-exempt and taxable obligations of healthcare facilities.
