Joseph P. Markoski

Joseph P. Markoski, managing partner of the firm’s London office, is the coordinator of the firm’s global regulatory practices as well as its European and Middle East practices. He was previously the managing partner of the Washington DC and Tysons Corner offices, and the chair of the firm’s communications practice group. He has focused his practice on telecommunications law and policy since 1976. Mr. Markoski is listed in Who’s Who in American Law, The International Who’s Who of Telecommunications Lawyers, The International Who’s Who of Regulatory Communications Lawyers, Guide to the World’s Leading Technology, Media & Telecommunications Lawyers, and Practical Law Company’s Which Lawyer? Yearbook.

Mr. Markoski’s practice is global in scope and includes both public and private sector clients. He has undertaken the privatization of state-owned telecommunications enterprises and the restructuring of the communications regulatory regimes of more than a dozen countries across Europe, Asia, Africa, the Middle East and Latin America. He has also served as counsel to multinational organizations such as the Organisation of American States and the European Union in connection with such matters as electronic commerce, converging technologies, interconnection and multimedia and information services. Mr. Markoski was selected by the US Department of State as a founding member of the Strategic Planning Group of the US CCITT National Committee. Mr. Markoski oversees the FCC’s innovative Alternative Dispute Resolution Program, in which more than 1,600 licensees have successfully participated since its establishment in connection with the FCC’s reconfiguration of the 800 MHz band, the largest reallocation of spectrum in US history.

Mr. Markoski’s private sector practice includes the representation of global and national telecommunications operators seeking to expand their international operations, negotiate interconnection agreements, and establish satellite and terrestrial fixed and mobile telecommunications networks. He is also regularly engaged in the regulatory aspects of the public and private debt and equity offerings of telecommunications companies around the world.

Mr. Markoski represents private sector clients in matters involving the allocation, assignment and use of radio spectrum; the regulation of cable television, cable-telephony and other broadband telecommunications systems; satellites; the Internet, IP and VOIP services; high definition television; digital audio broadcasting; licensing; tariffing; interconnection; universal service; competition law and policy; international accounting rates; and the design, manufacture and sale of consumer electronics and telecommunications equipment.

Mr. Markoski is a member of the American, District of Columbia, International and Federal Communications Bar Associations, and the American Chamber of Commerce in the United Kingdom.
