Robert I. White

Robert White leads the firm’s Energy & Utilities Practice Group and has 25 years of transactional and regulatory experience in the electric, natural gas and oil industries. He represents energy marketers, public utilities and large industrial end users in transactional matters and proceedings before the Federal Energy Regulatory Commission, the Department of Energy, the US Department of State, numerous state utility commissions and state and federal courts. His clients include the largest combination electric and gas utilities in Colorado and Minnesota, the largest wastewater treatment plant in North America and the largest interprovincial pipeline in Canada.

Robert advises buyers and sellers of electric generation facilities on federal and state regulatory approvals. He also advises owners and customers of domestic and foreign LNG facilities on federal and state commission regulatory matters including FERC tariffs, terminal service agreements and related transportation agreements. He drafted the tariff and developed the rate and service structures for an LNG facility in Mexico. Robert has negotiated transportation service agreements on behalf of large-scale buyers and sellers of natural gas and electricity including energy marketers. He has negotiated and drafted energy tolling agreements and energy management agreements. He has served as an expert witness and as a consultant in pricing disputes arising under purchased gas contracts.

Robert has broad experience with the regulatory and competitive issues that utilities, marketers and energy users face in a market-based environment. He was counsel to a local distribution company in the unbundling of its retail natural gas business and represented an industrial customer in the unbundling of the retail electric market in the District of Columbia.

Robert is a member of the District of Columbia and Energy Bar Associations.
