Raúl Mañón, a licensed lawyer in Florida and the Dominican Republic, focuses on international dispute resolution and litigation including complex jurisdictional disputes involving common law as well as civil law issues. He has represented a number of governments and state agencies, as well as non-US companies in several major international arbitrations under the International Chamber of Commerce (ICC), International Centre for Dispute Resolution (ICDR) of the American Arbitration Association (AAA) and International Centre for Settlement of Investment Disputes (ICSID) arbitration rules. His experience includes cases in Argentina, Chile, Dominican Republic, El Salvador, Honduras, Jamaica, Mexico, Peru, Spain and Venezuela. Raúl has recently represented state agencies of several Latin American countries in disputes with multinational companies over natural resources and successfully represented non-US companies in judicial proceedings before federal courts in the United States.
Raúl’s academic background and practical experience in the common law and civil law legal systems enables him to advise clients on cross-border, transnational disputes.
He has practiced in the Dominican Republic where he actively represented multinational clients in court and in arbitral proceedings.
Raúl has lectured and published on the subject of international litigation and transnational arbitration. In 2000 he was chosen by the US Department of State as the Caribbean region representative for the prestigious International Visitor Program.
Representative Experience
- Providing pre-dispute advice to a Latin American government concerning the termination of hydrocarbon exploration and exploitation contracts.
- Serving as co-lead trial and appellate counsel in the representation of a Dominican Republic-based manufacturer seeking to recover funds taken in fraudulent currency exchange transactions.
- Serving as co-lead trial counsel in the representation of a Dominican Republic-based freight and parcel service company trying to terminate its relationship with a local representative. The representation resulted in obtaining injunctive relief in federal court in Florida enabling the client to operate its business in Florida.
- Representing an agency of the government of El Salvador in an arbitration proceeding involving ownership interests in geothermal generation facilities and defects in the related generation equipment.
- Representing a cruise line in an ICC proceeding over exclusive rights to use a port of call in the Dominican Republic.
- Serving as co-lead trial and appellate counsel in a dispute over the entitlement to and calculation of millions of dollars of franchise assets to be paid to a utility by a municipal corporation.
- Representing a tortured journalist from Haiti against the Republic of Haiti before the Inter-American Commission on Human Rights.
- Representing an Ecuador-based airline in New York state court against US-based aircraft sub-lessors.
- Successfully representing a major US-based airline before the administrative agencies of the Dominican Republic. The representation resulted in a reduction of the travel agents’ government-imposed commissions.
