Jonathan Jacob Nadler focuses his practice on telecommunications regulation and has worked on a wide range of international and US-based telecommunications projects. Jack has worked extensively on issues regarding telecommunication liberalization, licensing, competitive safeguards and the regulation of IP-based services. He also has substantial experience in communications-related antitrust matters. He has been listed in each edition of The International Who’s Who of Regulatory Communications Lawyers since 2003 and is noted as a recommended lawyer in that practice area in Practical Law Company’s Which Lawyer? Yearbook 2009.

Jack has advised governments and regulatory authorities in Europe, Asia, the Middle East, Africa and South America. Since 1999 Jack has served as a legal adviser to the government of Singapore regarding the introduction of competition in the telecommunications, media and postal sectors. As part of his representation, Jack developed regulations governing interconnection, network unbundling and the resale of telecommunications services. He currently advises the government of Bermuda in connection with the adoption of legislation to establish a multisectoral regulatory authority and restructure the electronic communications sector. This project includes the implementation of a unified licensing regime. He also is advising the government of Saudi Arabia in connection with the proposed establishment of an Internet Exchange Point within the Kingdom. Recently, Jack advised the government of Lesotho regarding the restructuring of their info-communications regulatory regime and the adoption of a national media policy. Jack also advised the government of Qatar regarding the licensing of a second wireless telecoms operator. He previously advised the government of Hungary in connection with its accession to the European Union.

Jack also has advised telecommunications providers in numerous countries including Argentina, Bolivia, China, Costa Rica, Hong Kong, Peru, South Africa, South Korea and Sweden regarding various telecommunications regulatory matters.

In the United States, Jack has represented communications industry clients including regulated telephone companies (both wireline and wireless), information service providers, computer and communications equipment manufacturers, and large corporate users. He was actively involved in the legislative proceedings leading to the adoption of the Telecommunications Act of 1996, major FCC implementation proceedings and numerous court of appeals cases growing out of the Act before the United States Courts of Appeals. He subsequently advised operators regarding licensing, interconnection, unbundling, and resale issues.

Jack is a leading member of the firm’s 800 MHz Transition Administration (TA) team, which was selected by the Federal Communications Commission to oversee the largest spectrum rebanding project ever undertaken. He played an active role in the development of the TA’s Alternative Dispute Resolution program and has conducted more than 150 successful mediations.

Jack's extensive experience in antitrust (competition) law matters includes counseling communications clients regarding such issues as vertical and horizontal integration, exclusive program distribution agreements, price discrimination and predatory pricing.
