Bruce Olcott has a broad range of experience in communications law and policy. His practice focuses on regulatory and transactional issues involving wireless and wireline communications services provided using satellite, cellular, Internet, fiber optic, and other broadband networks. His clients include government agencies, a major global aerospace company, and an international satellite industry trade association.

Bruce frequently assists clients in developing innovative wireless, satellite and fiber optic networks for the provision of commercial and private communications services. He represents clients in securing domestic and international authorizations for the acquisition, construction, and operation global and regional communications networks. He also represents clients in rulemakings and consultations before communications regulatory authorities, often seeking the elimination of legal and regulatory barriers to the provision of new communications services.

Bruce represents clients in the acquisition, auction, licensing, and leasing of spectrum, the coordination of spectrum sharing agreements, and the resolution of interference disputes. He also assists clients with securing carriage and transmission capacity on satellite, wireless and telecommunications networks and obtaining indefeasible rights of use on fiber optic networks. Bruce has assisted clients in negotiations with telecommunications network operators, wireless carriers, cable operators, tower, equipment and service suppliers, programmers, satellite operators, satellite manufacturers and launch service providers. Bruce also serves as a mediator in the resolution of disputes involving the provision of telecommunications equipment and services, and the shared use of spectrum.

Bruce advises clients on regulatory and licensing requirements maintained by countries throughout the world, including regulations governing the provision of broadband data, VoIP, and e-commerce services, and the operation of satellite, fiber optic, and undersea cable networks. His regulatory work on behalf of clients includes securing operating licenses, equipment certifications, experimental test authority, access to rights-of-way, government approvals for the placement of towers, burying of cable ducts, use of pole attachments, the construction of networks, and the international reservation of satellite orbital positions and satellite launch authority.

Bruce further assists clients with communications regulatory issues involving corporate mergers, acquisitions and other transactional matters, including structuring investment funds to comply with communications regulatory requirements for the insulation of attributable investors. Bruce also assists with the regulatory and transactions issues involved in the purchase and operation of broadcast television and radio stations. Prior to his legal practice, Bruce served in management and operational capacities in broadcast television stations, radio stations and a major cable television network.
