Pamela I. Hanover’s practice includes general counseling of local government clients and counseling on public finance matters in both the public and private sectors.

She has extensive experience in connection with economic development incentive programs, housing finance programs, urban renewal tax increment financing transactions and urban redevelopment and tax abatement projects. Pamela assists in a variety of municipal and governmental law matters. She is knowledgeable in the use of credit enhancement devices such as letters of credit, variable and flexible interest rates, and multimodal structures. Pamela routinely serves as bond counsel for a wide range of public finance issues, including traditional issues and conduit revenue issues. She also has experience as bank counsel in the underwriting and placement of tax-exempt securities.

Pamela is a member of the National Association of Bond Lawyers and chair of the Legislative Committee of the Ohio Conference of Community Development.
