David Burchmore has represented a broad range of clients in the steel, tire, paper and chemical manufacturing industries. David’s responsibilities include planning compliance strategies for air and water emissions, and hazardous waste management; supervising underground storage tank (UST) closures, assessments and remediations between liable parties; drafting and negotiating environmental contract provisions; overseeing environmental audits and other aspects of business acquisitions; and providing advice on environmental reporting requirements and the impact of corporate structure on environmental liabilities.

David’s experience includes the joint representation of the National Association of Clean Water Agencies, the National Association of Flood and Stormwater Management Agencies and several other municipal associations on national issues including stormwater permits, combined sewer overflow (CSO) and sanitary sewer overflow (SSO) regulation and legislative proposals for Clean Water Act reform. He has also litigated National Pollutant Discharge Elimination System (NPDES) permit appeals and enforcement cases before state and federal administrative tribunals and federal courts, contested federal grant audits before Region V and the US Environmental Protection Agency and supervised potentially responsible party negotiations at Superfund sites for both major and de minimis parties.

David is listed in The Best Lawyers in America 2012 and the 2012 edition of Ohio Super Lawyers.

David is a member of the Water Environment Federation and chairs the Government Affairs Committee for the Northeast Section of the Ohio Water Environment Association.
