Matthew L. Rojas

Matthew Rojas’ practice focuses on environmental and natural resources law. With a background in environmental science, Matthew assists clients with environmental considerations of both litigation and transactions. He helps clients work with state and federal agencies to procure required permits and approvals for a wide variety of projects. Matthew advises on brownfield redevelopment issues including questions related to tax credits, environmental remediation and covenants. His legislative experience includes defeating a proposed tax on a recycling facility and submitting comments on proposed regulatory rules.
Matthew served as a law clerk to The Honorable Robert C. Jones of the United States District Court of Nevada.
Representative Experience
- Representing North America's leading renewable energy producer on siting and environmental issues pertaining to its proposed 99 MW wind farm in Northern Arizona including successful prosecution of an application for a certificate of environmental compatibility before the Arizona Power Plant and Transmission Line Siting Committee.
- Defending the city of Phoenix in a US$120 million Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cost recovery case brought against Phoenix and 71 other parties by a West Valley irrigation district, alleging that the defendants caused or contributed to groundwater contamination impacting its wells.
- Counseling the developer of a proposed helium plant in Southeast Arizona on environmental permitting issues including potential air permitting and greenhouse gas regulatory matters.
- Counseling clients doing business in Indian Country on jurisdictional and environmental issues related to the development of renewable energy facilities and mining projects.
- Assisting an electronics recycler during the remediation and closure of a recycling facility.
- Representing three industrial potentially responsible parties with regard to the Broadway-Pantano Landfills state Superfund site.
- Advising on CERCLA and Resource Conservation and Recovery Act litigation brought against the poultry industry.
- Counseling clients on the enforcement of conservation easements.
- Analyzing state and federal permits required for mining projects.
- Performing air, stormwater and drinking water permitting work for concrete manufacturers in multiple states.
