John C. Holberton

John Holberton counsels clients on the tax issues surrounding their domestic and international transactions. In addition to helping clients structure their transactions to achieve the best possible tax advantages, he advises them with respect to federal and state income taxes, sales and use taxes, property taxes and transfer taxes.
John has a unique understanding of US federal and international tax laws having served as an attorney-adviser in the IRS’s Office of the Chief Counsel, and in the Office of International Tax Counsel of the US Department of the Treasury. In these positions, John developed and implemented US international tax policy, negotiated bilateral international income tax treaties and represented the United States in international organizations.
John has lectured on taxation issues to private and public organizations including the School of Public Administration, University of Southern California and the University of California at Los Angeles Extension.
He served as chair of the Foreign Tax Subsection of the Los Angeles County Bar Association’s Tax Section and was a member and subcommittee chair of the American Bar Association’s Committee on US Activities of Foreigners and Tax Treaties.
