Glen McLeod

Glen McLeod is an internationally recognised lawyer with a preeminent 30-year practice in environmental, planning and government law. He has formidable local and international experience, particularly in the establishment of major and complex infrastructure projects and the enhancement or protection of significant long-term industrial operations and real estate assets. His skills include project management, litigation and strategic planning in approval processes. Glen has additional expertise in the climate change and renewable energy sectors, ports, international trade, probity and procurement.
Glen is ranked in the 2010 Doyle’s Guide to the Legal Profession as preeminent environment and planning lawyer in Western Australia and is mentioned as a leading environment lawyer in the 2009 ALB Guide: Environment Law.
As an adjunct professor at Murdoch University, Glen has lectured extensively in Australia and internationally before professional, industry, academic and commercial audiences. Among his many prominent professional affiliations, Glen is co-vice chair of the International Bar Association’s Environmental Health and Safety Subcommittee. He is the general editor of Planning Law in Australia, this country’s leading planning law encyclopaedia.
He has lectured extensively in Australia, the UK, the United States and Asia to audiences ranging from professional bodies, industry, academic and business audiences. Glen has been a guest lecturer on environmental law at Murdoch University, Imperial College in London, University of Bath and University of Birmingham.

- Acting for the University of Western Australia in a major development at Shenton Park including management of strategic issues, major litigation against Water Corporation in respect of buffer, Environmental Protection Act 1986 (WA) appeals and Planning and Development Act appeal.

Leading a successful court challenge to conditions set by the minister for the Environment in Cockburn Cement’s environmental licence.

Advising Barrick Gold of Australia on risks and obligations arising under the Environmental Protection Act 1986 (WA).

Advising Brookfield Multiplex on town planning, environmental compensation and local government aspects of major master planned community.

Advising Cockburn Cement on a variety of environmental matters over many years including dredging in Cockburn Sound and numerous appeals and licensing issues.

Acting on a range of complex environmental and health issues relating to environmental emissions in a parliamentary enquiry.

Advising Craig Mostyn Group on buffer issues development in relation to residential housing and commercial property.

Drafting and negotiating on behalf of the Western Australian Housing Authority a complex suite of legal agreements between the Authority, the private sector and not-for-profit sector for the purpose of a range of PPP-type affordable and community housing developments valued at hundreds of millions of dollars.

Drafting and negotiating on behalf of the State Government complex suites of documentation for major infrastructure projects including the Graham Farmer Freeway Tunnel and railway tunnels at Subiaco and Joondalup.

Advising the East Perth Redevelopment Authority on former East Perth Power Station contamination of land and redevelopment.

Providing legal advice to two board members of Esperance Port Authority on environmental problem relating to lead.

Representing the Esperance Port Authority in environmental proceedings under the Environmental Protection Act 1986 (WA) relating to the emission of a pollutant (carbonate and nickel concentrate) into the environment.

Representing George Weston Foods in regard to buffer area associated with food processing plan.

Advising Hancock Mining on contaminated sites problem in respect of North West iron ore deposits.

Acting for Holcim, formerly Readymix, in respect of operations and many aspects of their licences.

Advising local governments on their powers under the Local Government Act.

Assisting Phoenix Energy with respect to its proposal to establish a waste-to-energy facility.

Advising Satterley Property Group on town planning, environmental compensation and local government aspects of major master planned community.

Advising the Strzelecki Group on its AU$10 billion Fremantle “island” North Port Quay proposal – a project that comprises 20,000 new residences, marina, hotel, commercial and retail components and that is designed to become the world’s first carbon free development.

Counselling the Subiaco Redevelopment Authority in respect of claims for compensation arising from resumption of privately owned land and leasehold interests required for redevelopment under Subiaco Redevelopment Act 1994, including negotiations and settlements of those claims.

Advising major mining companies on Environmental Protection Act 1986 (WA), licences and environmental assessment for a major North West mining and processing operation.
