Karen Harbaugh focuses her practice on international trade and government contracts. She counsels clients on technology transfer and export controls matters before the Bureau of Industry and Security (BIS), Directorate of Defense Trade Controls (DDTC) and Office of Foreign Assets Control (OFAC).

Karen has drafted export-related submissions that have been presented to, and favorably acted upon by, the BIS, DDTC and OFAC. She has also developed, implemented, audited and evaluated corporate export controls programs and procedures to ensure compliance with regulatory requirements and assisted in preparing license applications, DDTC agreements, classification and commodity jurisdiction requests and required reports. Karen has handled several voluntary disclosures of violations of export controls laws and regulations.

Karen also has experience representing and counseling hightech, healthcare and defense industry clients at the federal, state and local levels concerning General Services Administration multiple-award schedule contracting matters, security clearances, foreign military sales, teaming agreements and subcontracts, debriefings and bid protests, contract claims, litigation, and audits and investigations.

Previously, Karen was in-house counsel for a government contractor where she was responsible for drafting, negotiating and managing contracts, subcontracts, teaming agreements and consulting agreements for the hardware maintenance division.

She is a member of Women in Defense, Society for International Affairs, the American Bar Association, the Bar Association of the District of Columbia and the Virginia State Bar. She was named part of the Legal Elite for 2009 by the readership of Washington SmartCEO.
