Robert E. Stup, Jr.
Robert Stup focuses his practice on regulatory and transaction matters in communications and technology.
In the area of communications, Robert has an in-depth understanding of state and federal regulations with impact on international, domestic and wireless telecommunications providers. He has extensive experience helping businesses negotiate and close mergers and acquisitions in the telecommunications industry and regularly counsels clients on business strategies and regulatory compliance, developments and policy.
Robert has also represented clients in multiple Federal Communications Commission (FCC) auctions including the preparation of auction applications, development of bid strategies, bidding on behalf of clients and advising clients on post-auction regulatory compliance.
He has broad experience negotiating, drafting and reviewing technology and telecommunications related contracts including large customer agreements, outsourcing agreements and operating agreements. He also counsels clients on the legal and financial issues associated with procurement of IT hardware and software as well as the outsourcing of IT services. Robert has represented a number of Fortune 500 companies in the utility, financial services, and food and beverage industries in connection with the procurement of information technology products and services.
Robert is a leading member of the firm’s 800 MHz Transition Administration (TA) team, where he has been the project manager for the legal team with primary responsibility for coordinating the work with the two other primary subcontractors to the TA, resource management, budgeting and forecasting of the legal team, and project tracking and reporting to the FCC. He has also played an active role in the leadership of the TA including the development of TA policies and procedures.
- Acting as a primary project manager for the legal team of the 800 MHz Transition Administrator, LLC since 2005, with primary responsibility for project management of the legal team including preparing, monitoring and revising resource forecasts to ensure that the legal team has the necessary personnel schedule to complete its assigned tasks and preparing, monitoring and revising the project plan for the legal team to complete the project; also acting as the liaison and primary legal contact with the other teams on the project, with substantive responsibly for contract review, reconfiguration schedule management and finance issues.
- Serving as the primary state and federal regulatory counsel to one of the three largest Wireless Local Loop (WLL) carriers in the United States; responsibilities include coordinating state and federal ongoing regulatory compliance, as well as obtaining the necessary regulatory approvals for mergers and acquisitions.
- Serving as primary outside counsel to a fiber optic network service provider; responsibilities include negotiating all customer and vendor agreements, negotiating nationwide indefeasible right of use (IRU) agreements, and ensuring state and federal regulatory compliance.
- Serving as primary state and federal regulatory counsel to a Competitive Local Exchange (CLEC) carrier in its rollup of other CLECs including obtaining all necessary FCC and State Public Utility Commission approvals for the mergers and acquisitions and advising the company on corporate and acquisition structures.
