Christine Sohar Henter focuses her practice on international trade matters including import restrictions, export controls and international business transactions.
Her import trade practice includes advising clients in trade remedy proceedings – including antidumping, countervailing and safeguard proceedings, suspension agreements and Section 332 and 421 investigations – and helping clients navigate the complex rules of international trade agreements, trade legislation and regulations before the Department of Commerce, the US International Trade Commission and the US Bureau of Customs and Border Protection. She has represented US and non-US companies before US government agencies by drafting and filing submissions, and advising on trade restrictions and tariff classification. Christine has experience litigating these issues before the US Court of International Trade, US Court of Appeals for the Federal Circuit, US Supreme Court, as well as the World Trade Organization (WTO) and the North American Free Trade Agreement (NAFTA) dispute settlement panels.
Her experience in export control regulations includes assisting companies with compliance including classification of encrypted technology and computer products, and with export licenses under the Commerce Control List of the Export Administration Regulations and the US Munitions List of the International Traffic in Arms Regulations. She also counsels on embargoes enforced by the Office of Foreign Assets Control and foreign investment matters before the US Departments of State, Commerce, Defense and Treasury. In addition, Christine has advised US and non-US businesses regarding foreign direct investment in US-based corporations, and has represented clients before the Committee on Foreign Investment in the United States (CFIUS) by conducting due diligence and drafting notices. Christine also counsels companies on the Foreign Corrupt Practices Act (FCPA) by developing compliance programs, analyzing transactions for potential liability and drafting contracts for agreements with non-US-based representatives.
Prior to joining Squire Sanders, Christine worked at the US Department of Commerce in the Office of General Counsel for Import Administration, where she represented the US government in dispute settlement proceedings domestically and internationally before both WTO and NAFTA panels. Christine also counseled US government officials concerning the implementation and negotiation of international textile trade agreements, working closely with the Office of the US Trade Representative and Bureau of Customs and Border Protection.
Christine also previously served as a legal adviser at the US International Trade Commission. Before pursuing her government legal service in Washington DC, she assisted companies in Denver, Colorado with their export business through her work at the Denver US Export Assistance Center.
