Carlos Nalda advises clients on a broad range of domestic and international policy, regulatory and transactional issues in the communications sector with a particular focus on satellite and wireless telecommunications matters.

Carlos practices before the Federal Communications Commission (FCC) and has represented clients in numerous rulemaking, licensing, spectrum allocation, transaction review and other proceedings. He also represents clients in various international forums and has served as a US delegate to several international telecommunications conferences. Carlos has participated in international satellite coordinations and has been involved in the development of international telecommunications ventures.

Carlos has represented companies providing fixed-satellite service, direct broadcast satellite, mobile-satellite service and remote sensing satellite service in the United States and around the world. He has substantial wireless telecommunications experience, having participated in a number of FCC proceedings affecting wireless carriers, advised standards bodies on the development of lawful interception requirements and negotiated interconnection agreements and related settlements with local exchange carriers.

Carlos’ experience in the communications industry is complemented by his background in international trade and international law. He has advised clients on trade litigation, dispute settlement and trade policy issues before the World Trade Organization, Office of the US Trade Representative, US State Department, US International Trade Commission and US Department of Commerce

    • Developing and implementing regulatory strategies to obtain US and international approvals for aeronautical mobile satellite, maritime mobile satellite and related services including negotiating joint venture arrangements for service implementation in various countries.
    • Developing strategies and representing client interests to obtain necessary spectrum allocations and regulatory provisions in various domestic and international fora including FCC World Radiocommunication Conference Advisory Committees, the International Telecommunications Union (ITU), the Inter-American Telecommunications Commission of the Organization of American States (CITEL).
    • Advising satellite, wireless, wireline and Internet companies on compliance with US and international lawful interception, national security and data protection requirements and served as counsel to a telecommunications industry standards body revising the primary lawful interception standard for compliance with the Communications Assistance for Law Enforcement Act of 1994 (CALEA).
    • Serving as principal regulatory counsel in a major DBS satellite merger proceeding, working directly with principals and consultants to analyze transaction options, develop business and regulatory strategies, and prepare extensive US FCC and Department of Justice filings.
