Anthony Shaffer assists healthcare organizations and industry service providers in developing legal and strategic solutions during all phases of their business life cycle. From the initial start-up to the ultimate disposition of an organization, Anthony provides advice regarding how to comply with the myriad laws regulating the healthcare industry. Anthony has a wealth of experience in healthcare transactional and regulatory matters including for profit and nonprofit organization and governance, business financing, acquisitions, sales, mergers, syndications, physician-hospital joint ventures, leasing, healthcare fraud, anti-kickback statute compliance, Stark law issues, healthcare informatics, health information privacy and security, charitable trust and tax-exemption, reimbursement and licensure.
Anthony was appointed by Ohio Governor Ted Strickland in 2008 to serve as a member of the Ohio Health Information Partnership Advisory Board. He is also a co-chair of the governance subcommittee and a member of the Legal Work Group for Ohio's Health Information Security and Privacy Collaboration (HISPC) project administered by the Health Policy Institute of Ohio.
Anthony is a frequent speaker on healthcare issues and the author or co-author of numerous articles on healthcare matters.
Anthony serves on the board of directors of both the Haven of Hope Cancer Foundation and Catholic Schools of Zanesville, Ohio. He is also a member of the American, Ohio State and Columbus Bar Associations, and the American Health Lawyers Association.

- Counsel for a large multispecialty group of oncology physicians that developed a multimillion-dollar freestanding oncology center with the full range of cancer diagnosis and treatment capabilities.
- Counsel for a large obstetrics and gynecology physician practice management services organization that also owns and operates an offshore medical malpractice insurance captive.
- Assisting an Ohio community hospital to implement its physician affiliation strategy, which included the development of two multispecialty hospital-affiliated group practices and reorganization of the hospital’s ambulatory surgery center and independent diagnostics imaging center physician-hospital joint ventures.
- Assisting the majority physician owners of a New Jersey ambulatory surgery center with the sale of their multimillion-dollar equity interest to a national for profit healthcare company and its partner, a regional tax exempt, nonprofit health system.
- Assisting a large Kentucky cardiology group in selling its practice to a regional hospital system and developing a hospital-affiliated cardiology practice.
- Assisting an Ohio regional nonprofit health system to organize and develop an offsite medical diagnostics imaging facility with local physician investors.
- Conducting a regulatory compliance review for a regional private payer developing a statewide health information and telemedicine network.
- Assisting numerous healthcare industry organizations and health plans in satisfying federal and state information privacy and security regulations as well as implementing electronic records and information technologies.
