Andrew G. Jack


Andrew Jack focuses his practice on the representation of clients in the healthcare industry in connection with regulatory and transactional matters. His experience includes developing hospital-physician alignment strategies, working with healthcare providers to develop clinically integrated provider networks, assisting or structuring integrated delivery system transactions, and counseling clients on fraud and abuse issues – including compliance with the Stark Law, Anti-Kickback Statute and Civil Monetary Penalties Law – and FDA regulatory matters.

Andrew is a member of the Ohio State Bar Association and the American Health Lawyers Association, and frequently presents in webinars focused on healthcare compliance and transactional matters.

Representative Experience

  • Guiding a hospital and multi-specialty physician practice group that employs nearly 300 physicians, physician specialists and mid-level providers in an affiliation with a local community hospital, which involved a lease of equipment and property, a co-management arrangement, a professional services arrangement and the transfer of certain assets and liabilities.
  • Representing hospitals in physician alignment transactions involving co-management, professional services and physician enterprise model arrangements.
  • Advising health systems in the formation of single-system and multi-system clinically integrated provider networks and related regulatory and compliance issues, including antitrust, corporate governance, partnership tax and provider contracting strategies.
  • Assisting in the corporate reorganization of a joint venture arrangement for the ownership and operation of a radiation therapy treatment center.
  • Guiding an insurance plan through the qualified health plan certification process to offer individual and small group products on the Ohio health insurance exchange.
  • Assisting an insurance company in obtaining authority to operate as a nationwide Medicare Part D Prescription Drug Sponsor.
  • Reviewing food, drug and cosmetic labels for compliance with FDA regulations and advising human and veterinary pharmaceutical and food manufacturers on issues related to application submissions to the FDA, establishment registration and import/export customs issues.
